Speeding vehicle shootings after two men chased after a stolen car in Port Orchard

Two men are charged with chasing a stolen car through Port Orchard on the night of February 6, firing at least 10 shots and driving at up to 90 mph, damaging the stolen vehicle and possibly injuring the driver.

Allen-Zakgeneni, 26, and Robert Eugene Frey, 28, were charged Thursday in Kitsap County Superior Court with a drive-by shooting charge. Frei is accused of driving, and Zakjnini is accused of shooting.

The driver of the stolen car was not identified in court documents.

The accusations come a day after it was reported that a man in Pollspo had shot himself on the ground as he watched a thief drive away in a 2019 Toyota 4Runner.

With reports of car thefts increasing exponentially in Kitsap County and across the state, frustration is growing. Law enforcement officials have blamed the increase in car thefts on a law that took effect last summer that restricts police prosecutions when officers have evidence that someone in the car committed a “violent” felony.

Car thefts do not count, and although there was support for a law review earlier this year, lawmakers did not approve the changes before the hearing ended in March.
